[edit] Statistics on Honor Related Violence and Killings
The number of honour killings in Pakistan are estimated to be around 2,500 to 3,000 cases every year. However, the report states that a good number of such cases still go unreported or are passed off as suicides and only 25% of these are brought to justice.
According to the Human Rights Commission of Pakistan (HRCP), 260 women and 168 men have already been killed in the first eight months of 2008. Honour killings are treated as murder under Pakistan's penal code; however, the relevant law states that the family of the victim is allowed to compromise with the killer who is a close relative in most of the cases. Provisions of the Pakistani law also allow the next of kin of the victim to forgive the murderer in exchange for money. And most of the offenders continue to use this clause to escape punishment.Amir Mir, Daily News & Analysis, September 3, 2008

The report, based on news clippings from twenty-six newspapers of Urdu, English and Sindh languages, says that despite the enactment of a law to curb violence against women, cases of karo kari or honour killing are still going on unabated.
The report says that the data does not necessarily presents the real picture. According to an estimate, only 10 percent cases of honour killing are reported in the media.
The report says that more than 473 incidents of honour killing were reported from Sindh, 337 from Punjab, 129 from Balochistan and 76 from NWFP during 2005. Those killed included 563 married women, 75 unmarried women, 373 men and six children.
In 380 such cases the perpetrators were never nabbed. In most of the cases, the killers were close relatives of the victims. The report says that 146 married women were killed by real brothers, 240 by husbands, 60 by in laws, 11 by real sisters, two by stepsons, one by stepbrother, one by former husband, one by mother and 71 by other relatives. Whereas newspaper reports about unmarried women show that fathers were the perpetrators in 49 cases, paternal uncles in 33 cases, real brothers in 16 cases and real sister in one case.
Total 618 of the victims were killed on the charge of indulging in zina and 337 for allegedly maintaining illicit relations.
The report said that when attacked, 901 of the victims died on the spot while 5 received serious injuries. 91 of the victims sustained murderous attack. According to the report, in 17 cases victims were found dead but it could not be ascertained how they were killed. The Daily Times, April 28, 2006
A new report by Pakistan's leading human rights group has revealed at least 943 women were killed last year by their fathers, husbands or brothers for damaging their family name. Ninety-three of those killed were minors.
However, the true number of those killed is thought to be far higher. Many cases are thought to have been covered up by relatives and sympathetic police officers, the report revealed.
The figure of 943 was an increase of more than 100 the previous year in 2010.Kerry Mcqueeney, Mail Online, March 22, 2012
[edit] Pakistani Penal Code
. . .
A law introduced in October 2004, which laid down tougher penalties for such murders, has had no visible effect in reducing the number of such crimes.
“We have noted no significant decrease in the number of such killings since the law was enforced in early 2005. As we have stated previously, until the issue of compoundability, which makes it possible for blood money to be paid to compensate for physical hurt, is addressed, there is unlikely to be any real change in the situation,” the rights commission’s director IA Rehman told IRIN.IRIN, March 8, 2007
[edit] Samia Sarwar, shot to death, April 6, 1999
. . .
The killing took place at a meeting between her mother and Samia at her lawyers' office - her mother enabled the murderer to get access to the meeting, by insisting she had trouble walking and needed assistance.
Samia had been married several years to a cousin, her mother's sister's son—and had suffered continuing violence and abuse. She decided to get a divorce. In the meantime she fell in love with an army captain Nadir Mirza, and requested her family's permission to marry him. Upon their refusal, she left her kids and eloped with Nadir, despite her unfinalized divorce. From Peshawar (Khyber-Pakhtunkhwa) they escaped to Lahore (Province of Punjab). For a few days in Lahore, they stayed at a 5 star hotel, while her family searched for her in Peshwar, NWFP. Soon Nadir and Samia ran out of money, she then contacted her relatives to request money, who reported her whereabouts to her parents.
Upon lack of support from relatives to provide money and shelter, Nadir went back to work in Peshawar, and Samia took refuge in Dastak, a shelter for women in Lahore. Unable to return home, Samia stayed at Dastak while waiting for her divorce.
Samia's mother sought permission to see her at Dastak by claiming that the family had accepted her relationship with Nadir. She was accompanied by a man whom Samia didn't recognize. He was there ostensibly to help her frail mother walk. Once in the lawyer's office the man pulled out a gun and shot Samia dead.
. . .
The two renowned activists, Hina Jilani and Asma Jehangir, were threatened with death for their defense of Samia murdered by her family for trying to obtain a divorce. Ironically, Ms. Jehangir is also the United Nations Special Rapporteur on Extra-Judicial Killings.

[edit] Noor Jehan, shot to death, April 24, 2006
It is significant that Noor Jehan died a day before a judge was meant to come and record her statement about the karo kari case in which she claimed she was involved.
“Six people were pointed out in this case,” DIG Investigations Mir Zubair told Daily Times. “The two people who were arrested in Karachi were those who had handed over Noor Jehan and her family to the people who kidnapped them and shot her.”
. . .
“There was a tribal feud going on,” Zubair said. “Noor Jehan was from the Baladi Baloch sub caste of the Lolai tribe. After the feud worsened in Larkana they moved to Osta Mohammad in Balochistan where her father was working with zamindar Ghulam Brohi.” Brohi was declared the karo in the case by Khadim Hussain and Noor Jehan’s cousins. It is not clear whether Brohi is alive or not but the police say that he was being targeted.
. . .
On April 24, the Gadap police had Noor Jehan admitted to Ward No. 26 at Jinnah Postgraduate Medical Centre after she underwent initial treatment for her gunshot wounds at Baqai hospital. She was shot in the arm, both legs and the stomach as a result of which her limbs were fractured and part of her intestine had to be removed.
Noor Jehan claimed at that point that she was shot point blank by her revolver-wielding paternal cousins - Khadim and Sajjan - both in their mid-thirties or forties. It later turned out during the course of investigations that Khadim was her husband. She said that they had brought her to a jungle in the New Karachi area where they wanted to finish her off. Once shot, she fell into a ditch they were standing near and the men checked if she was dead.
Noor Jehan told Daily Times on April 24 that she dragged herself out of the ditch and all the way to the road where a nearby chowkidar called the police and helped her. “We know she dragged herself because there was a trail of blood all the way back,” Gadap constable Naseer Ahmed, who accompanied Noor Jehan to JPMC, had said.Daily Times, May 25, 2006

At that time due to interference of her father & few other tribes men she was been saved by killing, but her brothers & cousin were in search of a suitable time to kill her.Her father placed her in a "madrasa" in Rawalpindi. On 6th or 7th of July she was brought back to her native home as she was not feeling well due to small pocks. Her uncle who is a milliner businessman in UAE forced his son Haroon age 20 to kill Ghazala age 18. He did so with the help of his local cousins on 19th July 2006 & left for UAE.
Now the parents & other family members with the help of police made this a suicide
Case. No authorities are taking this as a cruel act. I on behalf of the people of town appeal the human rights activists to reopen this issue & make the justice to her poor mother & small sisters which are also threatened to be killed by the Cousin.International Campaign Against Honour Killings, July 26, 2006

[edit] Sahzadi, Safia, Naseema B, and Naseema, shot to death, November 29, 2006
The fact-finding team of the HREF discovered that the real number of perpetrators is fifteen; the remaining six persons, unnamed here and elsewhere, are so influential within the community that the complainant, the villagers, and the police alike dare not openly point them out.
According to Mr. Gul Bahar, the husband of Ms. Naseema and brother of all the other victims, on the morning of 29 November 2006, his sister Ms. Safia came to his home on a usual visit to see her parents. All the victims and the witnesses including Mr. Gul Bahar were thereby together in the home having breakfast.
At around 9:00am, suddenly armed men including Mr. Shafi Muhammad, the father of Ms. Naseema, Mr. Bashir Ahmed, the husband of Ms. Safia, Mr. Ghulam Qadir, the cousin of the victims, and relatives of the victims namely Mr. Hazoor Bux, Mr. Nazeer Ahmed, Mr. Dadoo Pandhi, Mr. Javed, Mr. Ali Hassan and Mr. Noor Hassan broke into the house and began abusing the women victims, accusing them of having had illicit relations with the persons from the adjacent Village Noro. The alleged perpetrators claimed that the victims have brought shame to not only family members but the whole community. Then they instructed Mr. Gul Bahar to kill the victims as they belong to his family. Mr. Gul Bahar refused and pleaded on behalf of his wife and his sisters, whereupon the alleged perpetrators became infuriated and began abusing him.
Thereafter, Mr. Bashir Ahmed together with Ghulam Qadir fired upon his wife Ms. Safia, both with single barrel guns, and she fell to the ground. Mr. Hazoor Bux and Mr. Nazeer Ahmed also fired upon their relative Ms. Sahzadi, who is mother of eight children, with single barrel guns, and she fell to the ground. Mr. Javed and Mr. Ali Hassan, one with a single barrel and one with a double barrel gun, fired upon their relative Ms. Naseema (unmarried), who fell to the ground. Mr. Dadoo Pandhi also fired upon Mr. Gul Bahar's wife Ms. Naseema with his gun.
Seeing his three sisters and one sister-in-law quavering on the ground, Mr. Gul Bahar's brother Mr. Manthar moved to fight the alleged perpetrators, whereupon Mr. Noor Hassan fired upon him with an automatic rifle; Manthar also fell to the ground.
All of the alleged perpetrators then departed the scene, firing indiscriminately. Meanwhile, the sounds of bullets drew the villagers to the house, but none could prevent the perpetrators who held weapons in their hands. After the perpetrators fled, Mr. Gul Bahar and the villagers saw that Ms. Sahzadi incurred injuries on her stomach, left hand, right breast, right side of her back, and skull so that her brain was spilling out; Ms. Safia incurred injuries on her right breast; Ms. Naseema incurred injuries on her backbone and left cheek; another Ms. Naseema (unmarried) incurred injuries on the left side of her stomach, left breast, left cheek, left hand and left arm muscles. All were bleeding profusely and died. Mr. Gul Bahar also saw that his brother Mr. Manthar incurred juries on his right leg.
According to the fact-finding investigation carried out by the HREF, the victims were innocent and had not been involved in illicit sexual relations with anybody. However, according to Mr. Gul Bahar, a month before the killings, the women victims had gone to the adjacent city of Sukkur to shop; there, a Sub Inspector of the same tribe, named Mr. Masood Rasool Mahar, allegedly arrested and snapped pornographic photographs of them. Afterward, the said Sub Inspector allegedly blackmailed Mr. Shafi Muhammad, one of the perpetrators, with these photographs. It is reported that Mr. Shafi Muhammad hence told the father of the women victims to kill them, but the latter had refused to do so. On the morning of 29 November 2006, Mr. Shafi Muhammad found an opportunity to kill the women because most of the males of the family were out of home. Mr. Shafi Muhammad told the media and the HREF staff that he and his accomplices had to prevent the honor of their family from collapsing.Asian Human Rights Commission, February 1, 2007

Elahi Bux, 45, surrendered himself after axing to death his 60-year-old sister, Shehla Bibi, at his house located in Sector 15, Mehran Town, within the jurisdiction of Korangi Industrial Area Police Station.
Confessing to the crime, the accused alleged that his sister had illicit relations with a landlord of Larkana. According to SHO Ismail Lashari, Bux only dealt one swift blow to the victim’s head and when her screams attracted the neighbours, rather than fleeing, Bux waited for the police to arrive. The police have registered a case on behalf of the victim’s son.
However, according to family sources, Bux was in financial debt of the landlord and as he could not repay the money, he had married his daughter to the landlord. However, now the landlord wanted to marry Shehla Bibi, therefore, Bux thought it best to kill her rather than stain the family’s honour. The deceased was a widowed mother of five children.Kathryn Jean Lopez, The National Review, February 24, 2009

[edit] Ayman Udas, shot to death, April 27, 2009
Her death has rattled the city's jittery artistic community, as local musicians and dancers in Peshawar -- a city renowned for its vibrant artistic life -- face increasing pressure as the region falls under greater Taliban influence.
Some attributed Udas's death to the Islamist militants, but her husband told reporters that his wife was killed because she broke family traditions.
A beautiful woman in her early 30s and mother of two, Udas recently remarried after a divorce. Her two brothers, Alamgir and Ismail, disapproved of her divorce, remarriage, and her artistic career, all of which disgrace a family's name in conservative Islamic society.
The honor killing, an ancient tradition in which a male family member kills a female to "save" the family name, took place on April 27 at the family's home while Udas's husband was out picking up milk. He immediately took the case to the authorities, who have made no arrests but raided several locations in search of the suspected killers.
Udas -- poet, lyricist, and popular Pakistani singer -- had recently given her first television appearance. In one of her more popular songs, "Mra shum ashna khu pa jwando ki usam, janana sta pa waswaso ki usa," she sings about the importance of courage, even to the point of defying death.
Her death "is absolutely unacceptable," Ahmad Ali Adil of the University of Peshawar told RFE/RL's Radio Free Afghanistan, calling the crime "a murder of humanity." He said that unless society changes, several other female performers will face similar problems.
Meanwhile, Artists are coming under direct threat in Taliban-controlled areas. In January, a dancer's bullet-ridden body was left in the center of Swat Valley's capital of Mingora -- not far from where Udas grew up -- with a note warning locals that "un-Islamic voices" will no longer be tolerated.Radio Free Europe/Radio Liberty, April 29, 2009

[edit] Maryam, kidnapped and threatened with death, May 16, 2011
The Muslim parents have threatened further retaliation against the Christian family if they do not produce their daughter, whom they have also threatened to publicly shoot dead as an “honor killing.”
An area clergyman identified only as Father Emmanuel called the situation “critical,” saying it has pitted the area’s 1,800 Muslim families against its 70-to-100 Christian families and could lead to violence.
“It’s always been like this,” Emmanuel said. “No one objects when a Christian girl is forcibly taken or dishonored by a Muslim man, but when a Muslim girl falls in love with a Christian boy it becomes a matter of their honor,” he said.
Abid Masih, a welder at a factory in Sheikhupura, about 40 kilometers from the Punjab Province capital of Lahore, told Compass by telephone that the family was asleep in their home in Ghazi Minara village on Friday night (May 13) when armed Muslims belonging to the village’s influential Gujjar family arrived at their doorstep.
“When I opened the door, the men told me that my younger brother, Sajid, had eloped with a girl from their family, and they had come to search for them,” Masih said.
He said he tried to convince them that the family did not know Sajid’s whereabouts, as he had not been home for two days, and they began threatening to harm Masih unless his family found the runaway couple and handed them over.
“By this time my maternal uncle and cousin had also come out, and together we tried to tell them that we didn’t even know that Sajid was having an affair with the girl, so how could we know where they had gone?” Masih said.
The Muslim woman who allegedly eloped with Sajid was identified as Saleha; both are in their early 20s.
Masih said that the men then forcibly took him, his younger sister Rakhel, his uncle Mukhtar Gill and maternal cousin Indryas with them to their house.
“As soon as we reached their home, they started beating and cursing us and continued to torture us all night” in an effort to get them to disclose the couple’s “hideout,” he said.
Masih said that at daybreak on Saturday (May 14), the Gujjars freed the three Christian men but kept Rakhel hostage in their home, saying that she would be returned only after they found and handed over the couple to them. Rakhel is in her early 20s.
“We were helpless,” Masih said. “The Gujjars are very powerful, and we could not convince them to send Rakhel with us. Since Saturday we have been trying to locate Sajid but failed.”
The Muslim family has sternly forbid them to report the abduction of Rakhel to police, warning that they would be unable to escape the consequences, he said.
On Monday (May 16), Masih said, Saleha’s father, Aslam Gujjar, telephoned him and told him that if the family did not find the couple soon they would also abduct Rakhel’s 17-year-old sister, Maryam. The next night, the Gujjars released Rakhel and forcibly took Maryam, he said.
Masih said the Gujjars have announced that they would shoot Saleha dead in the village center as an “honor killing” for eloping with the Christian.
“They have warned us that if we approach the police, they will turn the issue into a religious matter, and the bloodshed there would make the Gojra carnage small by comparison,” he said. At least seven Christians were burned alive by Muslim mobs in Gojra after the spread of a rumor of blaspheming Islam on Aug. 1, 2009.Compass Direct, May 20, 2011

The incident happened in Kotli, a small town in Pakistan-administered Kashmir. The parents allegedly confessed to the attack after she spoke with a boy outside their house.
According to local police, the girl's father, Mohammed Zafar, became enraged when he found his teenage daughter, Anvu Shah, with the boy outside their home.
In many rural areas of Pakistan, deeply conservative social traditions forbid girls to speak or be seen with boys who are not related by blood.
"Zafar beat her up and then poured acid over her with the help of his wife," Tahir Ayub, a police officer, told Agence France Presse.
"She was badly burnt, but they did not take her to hospital until the next morning, and she died on Wednesday," he said.
Local media reports, citing hospital officials, say her death was slow and excruciatingly painful. The girl was brought to hospital with third degree burns all over her body, including her face, arms, and chest. Police were reportedly alerted to the attack by one of Shah's female relatives.

[edit] 19-year old female, strangled to death, May 2013
The police arrived at the spot and found the circumstantial evidence suspicious.
So, they got an autopsy conducted on the body and also gathered information from the neighbours of the deceased. The autopsy report revealed that the death was a homicide.
Narrating the incident to Dawn, the investigators said on May 12 the victim’s paternal uncle informed the police that his niece had committed suicide.
Upon arrival at the house, the police found the body ready for burial. The family had already changed her clothes and given bath to the body.
On inquiry, the family members told the police that she had committed suicide by hanging and nothing was suspicious about the death. The police also found that the clothes, which she had put on at the time of ‘suicide’ and the scarf used in the hanging, had been washed.
It was also revealed that the victim had allegedly committed suicide in her maternal uncle’s house.
The victim’s family said as the girl had committed suicide they completed the rituals but later her uncle suggested that the police should be informed to avoid any complication. The police shifted the body to hospital for autopsy.
Later, the investigators approached the neighbours to gather information and came to know that the victim had run away from her parents’ house four days back - on May 8 - and returned to the house of her maternal uncle on May 11.
The autopsy on the body showed that she was four months pregnant. Besides, injuries were also found at nine spots on the body, including neck, cheeks, chin and hands.
The autopsy report said it was “homicidal strangulation.” In response, the police registered a murder case against unidentified killer(s) but believed that her family was behind the death in the name of honour.
According to the police investigation, the victim had fallen in love with a 16-year-old boy living in the same locality some two years ago and got pregnant a few months back.
. . .
In the light of the autopsy report and circumstantial evidence, the police registered a murder case. The victim’s family hailed from Dir and her father sells edible items on a pushcart. The paternal uncle of the deceased is a driver by profession.
The police said the family did not want to register a case, so it was lodged on behalf of the state after making a policeman as a complainant.
The police said in such cases the families did not cooperate with them and protect the killers.
They also feared that if the killer(s) was a family member, he would be pardoned by the legal heirs.
The police said the samples collected from the body of the victim, including the foetus, were sent for DNA test to establish the parentage. After establishing the parentage, the man would be arrested on the charge of adultery.
Legal experts and senior police officers are of the opinion that honour killing should be considered as a crime against the state to curb the practice.
As the complainant in an honour killing case is the legal heir of the victim, who is also the relative of the killer(s), so the issue is settled out of court.
The killers always remain unpunished in honour killing cases, so the state should be the complainant instead of the legal heirs, they said.DAWN, May 20, 2013
